Obviously it's done by cheating. No matter what car you choose, no matter if you put all premium details and junkman parts - 387 km/h or so is an absolute max. No car in this game will go higher that that. So yeah, looks cool and all, but it's making people believe that you can achieve it in vanilla. You can't.

Junkman Ford GT with stock transmission can go beyond 400 km/h. Also BMW M3 GTR reaches 389 km/h I think.
