God thing someone put the assembly instructions up on YT. I had it right after laying it all out and looking at it, but I'm glad to see confirmation that I was doing it right, after all this is for mom!

Thanks. The instructions that came with mine had “1 step”, which had about 50 steps. Such a joke but it seems good at least.
This video would be better with a comment on which bolts were being used where, especially in the steering linkage area. Thanks

All 10 bolts are the same, except the 4 seat bolts. (which don't fit in the steering linkage bolt holes)

What's with the dual wrenches thing? I bought 2 adjustable wrenches as described, but they don't look or operate like those in the demo. Help!

Should it still feel loose after all the bolts are in place? I’ve tried tightening them with a ratchet and wrench with no luck.
Feel like such a fool since the written guidance is no where near this.

You are not a fool. They did include any written instructions.
The enclosed "instructions" are utterly useless. I still don't think that steering assembly is correctly designed - it should have washers between the plates to allow for easy turning. I guess you just don't tighten the nuts completely, but that is not good design.
