They’re pinion brakes. Instead of in the end of the axles they have them in the pinion/ diff. They aren’t a trans brake

Its on the front diff too. That's the actual brakes.

Design is original to heavy equipment. It stops the rotation of the drive shaft without stress to the entire axle and all components attached to it. High torque will destroy universal joints and spline ends. Also it is one break on front amd.one on rear. Less parts to go wrong and lighter.
