You should mention neos aren't made for long play time of bumping. They fair better in burps, a ferrite will play better for longer periods of time, since a neo loses it's advantages when it gets hot way faster than a ferrite does. Not to mention the neos will be corroded and useless way faster than a ferrite every will. You might save on sub weights etc, but you'll be spending more on subs in the long run on replacements and paying 2x costs upfront.

I have a question about the salt 1700.5. Will it put out 1300 watts on channel 5 if channel 5 is wired to 1ohm, but channels 1-4 are wired either 2ohm or 4ohm?

Neos get hotter way faster than ferrite and lose their magnetic pull. AKA are burp subs, not all day bump subs.
