Being a perfect sage doesn't necessarily mean you're good at using it. Not using it in combat meant he had barely any experience with it and was probably unable to hold it very long. As we saw with Naruto, who could barely hold it for 5 minutes against Pain but sustained it for longer and longer periods with each new use.

It’s theorized that minato is just being humble when he says he’s not good at it. Because it takes training and effort to get perfect sage mode. And he had perfect sage mode.

So no one gets mad Jiraiya is one of my favorite characters in naruto. But I feel like Kabuto would have a stronger sage mode. Because he was going at it with sasuke and itachi
