All Clothes Maxed Out Gives You 24-27, I Believe. +2 Extra For Green Set (Excluding Raccoon Set), +7 Extra For (Most) Blue Set, And +10 Extra For Purple (Pay2Win) Set.

How do you max out his clothes and get different colors without buying the other skins?

You Can't Dye His Skin. You Need To Have Those Pay2Win Skins, In Order To Actually Dye Them. Also, Just A Note, The Skins Need To Be Rare/Legend/etc. For You To Be Able To Dye Them. With Clothes, You Need To Go To Your Inventory, And Go To Clothes' Section. Press A Piece, And Modify It First To What Stat You Want To Get On Your Clothes. After That, You'll See An Upgrade Button At The Bottom Of The Stats.
