Stein & Studin: Is R2P Dead?

It's been just over a decade since the United Nations adopted the Canadian-led doctrine known as the Responsibility to Protect. R2P is aimed at avoiding mass atrocities and genocides, and yet the world has since witnessed the terrible toll on civilians in places such as Syria and Libya. Janice Stein, founding director of the Munk School for Global Affairs at the University of Toronto, and Irvin Studin, president of the Institute for 21st Century Questions and editor-in-chief and publisher of Global Brief magazine, discuss whether R2P is still alive and if so, why is it not being enforced?
