It's called Steampunk. It's an aesthetic, a subculture, a way of life, and a view of life. One of the few that looks fondly forward to yesterday's future.

Steampunk is not just about steam engines. It has very strong "time" themes such as time travel, clockwork, watches, cogs and wheels like those found in clocks. Wind up robots and all that sort of thing. Also the brass equipment and other props in the shop and the costumes, esp the top hat, and the era all makes it steampunk.
