For cold weather starting you open the throttle & then push the little button on the side of the shutoff lever on the side of the inj pump, It will pop back out on its own when it starts.

You checked the oil, BUT, you didn't check the radiator water, power steering oil or transmission oil levels, also as far as I remember 7000 had no engine heat on the key, what you do for cold start is push the button on the injector pump stop lever (it gives it more fuel) , just get ready to pull out the button once the engine starts. Also I noticed that the stopper button was left in, if something hits and moves the tractor while it is parked and in gear it will START even without the key on.
