So the standard using hno3 as diluent while in sampel using DI water? Why is that?

You should use HNO3 solution for sample also. In case of wet digestion of sample, HNO3 is already contained in the final digested juice. So just water in added to make the final volume which ultimately gives you HNO3 diluent.
