I don't think that Fu's Ultra Supervillain power-up is actually that strong, as it really just feels like it is just a slight power increase to me.

Probably him just being himself. I feel like his arc will end with him creating some evil being so powerful not even the main character can stop it and he'll offer himself as a sacrifice much like the Androids in the Super Hero DLC
