Only if someone has money to spoil themselves , they will do it, what about those who don't have money flowing like water and can only pay bills and groceries

Obviously, circumstances dictate your choices, but I think she's speaking to those who can afford to spoil themselves a little and don't do so because they are too caught up saving and worrying about their future.
