You can read each service function: 1. Windows Key + R; 2. services.msc + Enter. then you can look each service up.
Do we need to run that bash file everytime?

no need.. unless you reformat your pc, doing system restore or install new window update that make those service re-enable.. Then you need to run the bash file again..

Try booting up with Windows 10 installation disc on USB and try troubleshoot > repair. If that doesn't work you'll have to reinstall.
