If the medium is vacuum and light is a parallel beam, intensity will not reduce over distance. If medium is not vacuum, absorption and scattering reduce intensity. And if the beam is not parallel, divergence decrease intensity.

You are talking about one way speed of light. It is not measured. and cannot be measured. But it is assumed that Light travels in both direction at the same speed. Since there is no theory to prove otherwise, we assume so.
