why in mutual inclusion in CO2 odd line and in O2 even lines missing, is their any reason, or do we have to consider it as polyatomic and diatomic as the reason, clarify it plssss

Mam water molecule k liye Jo aap bending Bata rahi Hain o to wagging ki tarah lag Raha hai. Out of plane movements are twisting and wagging. I think bending is within plane where bond angle changes. Isn't it,l ?
