Seems to be so mostly because of a tail wheel which is not typical for modern planes. Be-12 has been in production until 1973. Her equipment seems to be obsolete but not the airframe itself - she is still airworthy, some units are in service with the Navy. Most of them were scrapped in 90s due to economic problems and lack of maintenance only.

It has a similar layout to late war US types like the Martin Mariner. I am sure that's what you are thinking of. And the design probably originated in that period. But the USSR was using 1930s vintage flying boats through WW2. And the turboprops, radar installation and MAD boom guns this away as a late 50s or early 60s creation.

The 314 is like 20-30 years older than this, four engines, significantly larger, and is strictly a flying boat, not an amphibian. Maybe you didn't know that flying boats are a thing? This is much closer to the Martin Mariner than the Boeing 314.
