@@asifmahmood5292 there are 2 ways in which you can "legally" restrict one's fundamental rights... 1. Procedure established by law 2. Due process of law.. For ex, if you can restrict someone's right to life with due process of law, then the law needs to be justified morally. If the parliament passes a morally bad law, then the law will be unconstitutional and struck down. But under procedure established by law, you can restrict right to life by following the valid procedure. In India, the parliament can simply pass a law restricting the right to life (even if such a law may not be morally justified)... In USA, to restrict FR, you need to follow due process.. in India, it's procedure established (though SC interprets it as due process now a days, I think)

A bill is introduced in the parliament for a discussion, if it is passed by parliament then it can be said an Act.
