For those who aren't getting any results from using the Vocoder, you need to make sure you are applying the effect to audio with a sample rate of at least 44100 Hz. If it's lower than that, then you will need to select the audio, go to Tracks > Resample, adjust the sample rate, then use the vocoder effect. Don't ask me why it works that way, but it just does.
