Yes until you get the Llama it has baby animal boxes you can attach to its saddle.

you cant get cubs from existing jaguars. only from the ones that are spawned in by your track search

Afaik black panther are just a rare variation and you have to repeat this over and over until a black one spawns

You cannot. Also you can only get babies through the minigame not from normal jaguars

Not yet but the devs consider giving mounts the option to be breedable. Just not yet.
