The English VA is Charles Klausmeyer, who doesn't have any other particularly noteworthy voice acting roles outside of the Soul Calibur series.
The Japanese VA is Yasunori Masutani, also known as the voice of Guan Yu and Wei Yan in the Dynasty Warriors series and That Man in some of the Guilty Gear games.
Another fun fact: Raphael's voice actor also voiced Nightmare in both the English and Japanese versions of Soul Calibur V. There's some speculation that Nightmare was actually Raphael in that game, but since that timeline was deleted, it'll have to go unconfirmed...
