It's a Godlike form that Link Got in Majora's Mask. And Since Sonic Forces is Sonic's version of Majora's Mask. He should've got that form.

I don't care that Shadow is so dark and brooding cause he watched Maria die. Was his relationship ever romantic? Did he have to shoot her in a choice between her and the universe? Does he have a physical remnant of her which serves as a grim, empty hope that she could come back? Tails is probably the most tortured character in the entire Sonic franchise with all the stuff he's experienced in his eight year life span.
