When I go into app opps it's the same as normal settings, display over other apps doesn't show for a lot of apps

After your described instructions I succeed to set this to allow and to configure Parental control, but when I'm trying to block my kid phone from the Central application, this is not working. My question is if you described configurations allow displaying over other apps or just fool the device for this?
