Solar Cycle 25 was Forecasted to be a Weak Cycle Before the NOAA Issued the Revised Prediction
Solar Cycle 25-the current cycle that began in December 2019 and will end in 2030, was initially forecasted by the Solar Cycle Prediction Panel to be a fairly weak cycle, wherein solar maximum is expected in July 2025, with a peak of 115 sunspots. And its strength is likely comparable with that of Solar Cycle 24, that began in December 2008 and ended last December 2019, which is considered as the weakest cycle in 100 years, and the 4th smallest intensity recorded beginning from the inception of the Solar Cycle 1 in 1755, wherein solar maximum occurred in April 2014, with sunspots peaking at only 114, well below average, which is 179. The previous solar cycles reveal a declining pattern, and it is likely taken as indicator that the next solar cycle will follow this trend. So is the initial prediction of Solar Cycle 25.

For those who are worried, there is less than a 0.2% (0.12%) chance of it happening, that is a 1 / 82 percent chance.
