I think I prefer almost everything on the zowie monitors, maybe because I used them for 5+ years but I like the colors/sharpness/size on the zowie more.

it's difficult to consistently get anything in cs2, even so the oled monitor will give you better response times and better colors than other monitors regardless of how many fps. It is best when you can consistently get the amount of frames that the monitor is capable of displaying though yes, that will give you the best motion clarity in game and improve your response times even further. The opposite applies too, say you have a 144hz monitor but you can consistently get more frames per second than 144 you can get better input(think your mouse and keyboard/controller) response times if you uncap your fps or cap it higher than 144fps. On Cs2 there are gonna be times where the game has to work harder based on your settings, the map, the utility and lighting sources around you among other things so unless you have a $3000-5000 pc you aren't going to consistently get 360fps everywhere at all times. Docc is a pretty good player and from what I've found he's playing on a 5950x and a rtx4080 that's like $1500-2000 depending on your other parts To anyone who reads this and thinks I know what I'm talking about I don't, just trying to help based on what I've learned building my pc

I think your frametimes are too high to actually experience the monitor as intended. I think for 240Hz you want a frametime of 4.166ms, 360hz would be 2.7ms

I had 32" that was to much. I think 27" is just right. 24" seems smallish. But it obviously depends how far away you are sitting.
