Can we use this membrane in case of wall dampness seapage coming from upper level?

can this membrane be used for outdoor application of waterproofing, like sunshades?

I got an underground water tank of approx 5 1/2 FT X 5 1/2 FT X 5 1/2 FT Everyday I find water level going down in this tank and hence suspect some leakage. How can I repair that underground water tank walls from INSIDE the tank?
