Ik I used an app called Shazam so like if I hear a song on TikTok I put it on in control center and it tells me what song it is just add the app to control center thank me later

No! He is not from stalker, its from an album called Ps7.62 in the beginning, and i dont really remember his name but i think it was Dimitry Borikov

His name was Dmitrij "кислый" Borovikov. He was a neo nazi and neo pagan.
