Yes but, bet you've watched 'To Save Skeletor' and the Christmas Special, where, even if Skeletor does have good sides, they're only short lived, and he does announce the end of the heroic and evil warriors' alliances. The same happens in (even though it's not Skeletor) 'The Witch and the Warrior'; even if Evil Lyn shows a good side, she does, later, announce the end of her and Teela's truce. To me, a good side lasts longer, and the villain (or villains) don't say, after they've done what they had to, 'I'm back to being your enemy!'

That means Eternia and Earth canonically exist together and thus, Skeletor could get to Earth and while he may not be Papyrus' uncle, they could be canonically related(assuming that UT canonically happens in Earth)
