This build always sounds so weird because malignance and hexplate dont really give a good effect with singed since malignance doesnt give the effect on damage applied while the steroid ulti is up and hexplate... well attack speed on singed isnt really the best thing, but perma ulti kinda compensates? idk, seems fun tho

There are also good ways to get items with 25 haste that also gives AP (BFT being a great item for Singed), Hexplate's only function on Singed is the small HP and speed boost. 5 less ultimate haste, but I'm sure the extra damage helps you get to the 4th item easier.

For tough lanes, i think liandry into cosmic is probably best. You get wave clear, a bit of burst, and the mobility to gap close

Maybe try nashors as last item just for fun. It has cd, and utiizes hexblades attack speed buff. That could maybe even be viable for splitpush/dueling.

Had a game vs a Teemo the other day. I couldn't lane for shit and proxy was a nogo duo to them having heavy jungle prio. But I managed to stay relavent soly duo to picking smite and getting the 5 first cannons with it.
