so what is the white substrate? it's a pretty useless tip if one has to guess the only and most important resource besides the cactus shoots. I want to know, please!

It looks like perlite, but I can only guess here. Perlite would be a decent medium to start these cuttings in so that seems sensible.

Once you take the cuttings, try allowing the ends (which were cut) to dry out for a day or two.. Then you can put the cuttings in perlite with water, water with an added water soluble fertilizer, or dirt.
