Great question, thank you. 😃 Yes you can. It is actually better to use handfuls instead of putting your limbs under the tap if you can. Handfuls was the common way and sunnah of the prophet ‎( ﷺ ) and his companions.

shouldnt you get the water into the skin beneath your beard

Great question 😀 Anyone who has a thick beard doesn’t have to wash the skin beneath it. It is recommended to run fingers through the beard though.
