If you hit him before he throws,he will be stunned and drop the whatever he's holding and be open for free hits.

From personal experience I'd say no, but you need pixel perfect timing on the tugboat boss. His bombardment is nearly impossible to avoid due to his hitbox. I think I evaded it once by crouching

He is a little the joke boss in the series. He is not per se an evil guy, more of a guy, who wants attention. He also is the fourth-wall-breaker in the series, knowing that this is a game and enjoying his status as a boss.
