There is one with better Observation Haki, It's Yasapp. In the accompanying material to One Piece Film Red, some details of his crew were revealed, Including Yasapp having a full time Future sight ability. Supposedly it never turns off and it's his specialty

That first image made me think of a theory in which Shanks can make himself a physical arm made out of concentrated armament haki during battle. Actually sounds kinda cool to me

I think he already has this ability early on and it's either he let his arms get eaten to sincerely save Luffy or it's a plot for a bigger plan.

not only he can use incredibly advance observation haki. he can also block other peoples observation haki towards himself using conquerers haki. thats why he is the best sparring partner for mihawk as mihawk has also one of the best advance observation haki users. well that was before he lost his arm.
