I've been learning after effects recently and I have a question, if you cant move back 10 frames do you just do 5 instead ? like all the same rules apply just less frames inbetween point of the cut etc etc

Yeah, it can be any number of frames honestly, as long as it's equal on both sides, more frames means slower animation, less is faster

It comes with after effects by default, no need to download anything extra
when i do the shake there 1 black likes horizontal in the edit ,how do i fix that ? edit : its the motion tiles messing round

Go up to window at the top and enable effects and presets window
