He's making it risotto style. It's when you use a smaller amount of water with the intent on having the pasta absorb all of it while it cooks, eliminating the need to strain it while maximizing the flavor absorbed into the pasta. This is supposed to be done with rice only, but it can be done with pasta if you figure out how to get the amount of water just right for the pasta to absorb all of it without going soggy.

Does pasta absorb cheese? Macaroni and cheese seems to be more about coating the noodles in a very viscous cheese sauce rather than making the noodles themselves cheese flavored.

Yeah, I also do this. Add just enough water and if they absorb it all, add a little more. Shadow isn't doing that right though.

Also, rotini would definitely absorb the cheese faster with its shape, and if you want to go the extra mile, put it in a casserole dish, top it with a shredded mix of cheddar and Monterey Jack cheeses and bread crumbs, and bake it until the top is golden brown

It’s next level thinking like putting saran wrap over your bowl if your feeling lazing, you put the food over the saran wrap and when your done you throw away the plastic and put the still clean bowl back away.

Idk if anyone else is seeing it but I kinda like how they gave Rouge a actual figure instead of that "perfect" hourglass figure. They also gave Shadow a nice shirt and morning hair.

Agree. It feels unrealistic that Rouge has a perfect hourglass figure yet display high level of strength such as carrying combined weights of Shadow and Omega, can slice doors like papers and was strong enough to kick Omega at the speed of a locomotive.

Pro cooking tip: every pro chief knows you throw in salt and spices even if its mundain. And you never pour out the broth. Thats where all the flavor and vitamins is at.

Rouge's voice actor killed it here. She really sold how her annoyance kept building up with like those small little twinges in her voice, like when she said "directions". No one over acted, no one sounded too extravagant until the very end when they blew up at each other, it just sounded like a humorous petty argument between two roommates. This was gold.
