What covenant was Jesus under when He said your Heavenly Father won’t forgive ?

We have to remember who Jesus was talking too, He was speaking to the jews , under the law and heaping it on them , cut off your arm , pluck out your eye, be perfect as your Heavenly Father is perfect etc , you can’t make yourself righteous that’s why the new covenant was made not with us but with Him so our trust is in His performance, His righteousness not ours ,we always need to look at the cross , there He took out the entity or body or nature of sin , look at Hebrews 10:9-12 God doesn’t remember our sins anymore, we should always forgive but if we don’t it’s not like He’s not going to forgive us because He already has
