It almost sounds like Alan Reed (Fred Flintstone) did the voice of Dr. Frankenstein, except I think this was actually made in the early 1980s (Reed died in 1977.)

The very first time I saw this, I was a little confused. I hadn't quite heard the word "doctor" properly, and I thought Igor had said "I wonder what THE Frankenstein is doing". So I was waiting to see the monster, due to the fact that nine out of ten people casually refer to him as Frankenstein, even though technically that's who the doctor is. Whenever I saw it afterwards as a kid, I didn't think the guy who came to the door looked like Frankenstein, but I decided to just go with it (I didn't have much choice anyway). Then, some time afterwards, it all became clear to me. Also, for some reason, I thought Frankenstein said "I made you another eagle". I had no clue in my younger years who Igor was.

This guess is from left field, but I'm thinking it might be Robert Ridgely voicing Igor. You may have seen him as hangmen in the Mel Brooks movies "Blazing Saddles" and "Robin Hood: Men in Tights".

How did Igor know which body parts Dr. Frankenstein was making since every time Dr. Frankenstein said a body part, Igor pointed to it at the same time?

Dr. Frankenstein apparently knew Igor was listening in on him, because he's barely opened the door when he starts presenting him with his new clone. He must have heard Igor wondering aloud what he was doing. And he sure doesn't seem annoyed at him for eavesdropping, either.
