Out of all the cities GTA VI could take place in, Vice City was the most logical answer since it’s one of the only cities that hasn’t been made in the HD Universe. The other cities like San Fierro and Las Venturas were already part of the San Andreas map that’s already been remade in GTA V even though it didn’t include those cities

I mean they Did return Liberty City and San Andreas , so it was a matter of time for Rockstar to bring back Vice City so wasn’t that much of a surprise.

Everyone somewhat knew it was gonna be Vice City. The remade GTA III's Liberty City with GTA IV, GTA: San Andreas' Los Santos with GTA V, and now GTA: Vice City's Vice City with GTA VI. It was very predictable.
