Is the boom too weak to lift up or is he trying to drag material closer?

He only try to kill the cylinder at the grapple 0:45

It is PAINFUL to watch! The operator clearly does not how to work. Why on earth does he waste all that time on grabbing the coal WAY OVER THERE, when he can grab the coal here and have the skid steer to help him? Holy shit, I am embarrassed!

He’s filling the bucket (5 cubic metres) and using the weight to drag more coal towards him , that skid steer has 1 cubic metre bucket if lucky . Plus he’s keeping the ship balanced .
