I use a Stack and Grow available at Gardener's Supply. The tubes are efficient LED. It sounds like your height is good. How many hours a day are your lights on? Too few could be a factor. What type of bulbs are you using? Not all are created equal and some types of lights definitely can cause leggy issues even if placed near the seedlings. If the plants are dying, it could possibly suggest that they are "damping off". There are many variables that I need more info on to make an educated guess as to what could be happening.
