I think the Singapore gov of the time, burned the penal island down. Most likely so they could close the island and others like it. So they could claim they’re a failure and the criminals should be executed or placed in prisons. I’d wager, many new prisons were built prior to and after the burning of the island took place. Prisons like these however can be very successful, just look at Norway, Sweden and Iceland, who have created similar styles of rehabilitate correctional facilities p, they’ve had mask e success with only, 1% recidivism rate. Correcting the problem which lead to the criminal behavior, instead of punishing the person, offering them a genuine second chance at life. Re-educating then into ideal citizens and neighbors.
