That'd be great for whelping. Some sidewalls with pig rails extended out, trex decking instead of lumber for the floor, and you'd have a seriously sterile, easy to clean, and safe space for whelping for decades! Looks great bro!

At 1-40 you can see the piece with the legs on it has some overhang, so when he flips it there's a lip on each side that the pallet sits on
