There is no such norm like the one which you have stated. They simply just dont issue NOC. Until and unless there is clearence from all ends, they do not provide NOC. Talking about jamalas, once you have the NOC and the sale deed you are the sole owner , and hence, the former owner and the former DTO has got nothing to do with the purchased vehicle. Also, one should know that the NOC has validity , which is 6 months and can be renewed again. Be categorical in your statement les it becomes misinformation. Thank you. Apart from that, you are a hard working man.
