Everton getting a 10 point deduction isn’t the issue. It’s that Chelsea and Man City have received nothing tangible thus far. Man City case being more complex isn’t a valid excuse. You could always deal a 10 point penalty in the interim. Refusing to hand over documents is already a punishable crime. No ‘innocent until proven guilty ‘ bs.
