The SCP Foundation contains numerous SCPs that affect probability so they have to observe to see if random chance is still indeed random. So the Foundation spends the time checking everyday and when they find out that random chance is no longer random they have to Secure, Contain, Protect chance.
All hope is not lost though, they found someone very useful, someone who is inherently unlucky but who does so by absorbing bad luck from those around them. This anomaly allows the Foundation to gain an advantage against the Chaos Insurgency.
