TBF GOC doesn't see CI as enemy but as a part of the foundation so their engagement rules against CI is the same against the Foundation: self-defense only (No first strike unless ordered otherwise). GOC doesn't know that CI actually went rogue and still see them as black-ops counterparts of the foundation (which in the case of the 5k timeline it would probably mean CI approaching GOC to fight against the foundation).

5000 is a scenario-event SCP (best I can describe it) of when the SCP Foundation turns against humanity and releases all anomalies in pursuit to destroy humanity. I know there's a lot more to it lore-wise but that's the basic idea of what 5000 is.

Can you make music about "Damocles Iniative"? If you don't know what that is Search Foundation Facilities(SCP) then find Site-Anvil and find "Domacles Iniative". So yeah this is suggestion so if ya interested just reply!
