does he shovel the side walk or does the city? whos responsible if someone slips and hurts themself on a unshoveled and icy sidewalk? does he or the city cut the grass inbetween the side walk and street and who gets fined if its not cut? if its not his property i guess he doesnt have to maintain it, huh?
