@@prettymuchdeadalready6920 I know! The problem is (as I remember the article) that almost no body can be recovered, so people who go over board will be missing forever. Unless there is a witness telling what happened (or cctv) there is almost no way of knowing. The number of cases is quite high because they also include suicides and accidents, not only foul play. However it's super scary just to think about it.
