If the Goods are already consumed, you can't return either with same PO (return delivery with 122) or Return PO process. Stock should be available to complete the Return process or else stock deficiency error will be prompted by system

Can you please explain why one purchasing organisation can have one company code. I mean if its a centralized purchasing !! Then it can purchase for all company codes.

As per SAP standard configuration setup, system will allow to have one company code for one Purchase Organization. It means one Purchase Organization is responsible for always one company code only. In my experience, I have never seen the requirement to use the purchase organization of one Company Code for other Company Code. Even when we see the level of Organization also, Company Code will be on Top so we create at least one Purchase Organization under the Company Code.

One PO never get a requirement to approve more than 8. I never see not even 5 level requirement in any of our clients. If there is such requirement, SAP standard won't support

You can say, no PO will be approved by more than 8 approvers. I never see such requirement. If it comes, I will explain the delay in approval process etc. to user and make it 4 or 5
