This is no different when Duterte in his last administration instructed the Ombudsman through a legal instrument to NOT question OR DARE to question the NON filing of his SALN. I am sure you would apply the very same principle you have invoked much earlier. Because this is an obvious over riding of the systems of democracy (yet again under the same name duterte)
