It was right after that the president invited Matthew McConaughey to the White House and then McConaughey gave a lecture about gun control and how they got to get guns off the streets and away from everyone. Including the law-abiding citizens. So it is that speech that he is referring to. And it was that same shooting where the police stood down for 45 minutes while the shooter was inside doing their thing.
